Enabling a World-Leading Hub for Plant and Microbial Science
The circa Next Generation Infrastructure Programme will expand and enhance the ability of the John Innes Centre and The Sainsbury Laboratory to deliver world-leading plant and microbial science at Norwich Research Park. Delivered through 10 interdependent projects, the programme includes upgraded scientific spaces, new research glasshouses, a high-performance computing data centre, an energy centre and a new 22,000 m² main laboratory building.
3pm works as part of the JIC client team, providing client-side project management support across the programme. Our role includes stakeholder engagement, cost mitigation, Soft Landings development, coordinated enabling works, complex service diversions and critical infrastructure upgrades. We also coordinate reviews of the Main Laboratory Building design, bringing together JIC and TSL leadership, scientists, principal investigators, laboratory managers, facilities and IT stakeholders to maintain alignment between scientific requirements and programme delivery.

The programme is being delivered within the footprint of a live scientific campus, requiring careful phasing to minimise disruption to occupied buildings, specialist equipment and DEFRA-licensed biological activities. Further challenges include constrained funding, evolving scientific requirements, complex planning and public procurement, regional supply-chain capacity and ambitious net-zero objectives. Through embedded client-side leadership, 3pm helps JIC maintain effective governance, informed decision-making and coordinated delivery across this complex, long-term programme.
