Coordinating a Complex Multi-Department Relocation across UCL’s Estate
The programme enables University College London to exit its lease at 90 Tottenham Court Road and consolidate departments into improved accommodation at Maple House and 1–19 Torrington Place. It supports UCL’s wider estate principles by rationalising leased space, reducing fragmentation and creating more efficient, accessible and sustainable workplaces. The programme involves numerous academic, research, professional-services and innovation teams, requiring careful coordination of operational requirements, space allocations and business continuity.

3pm provides project management and contract administration across the programme, including governance, design coordination, stakeholder engagement, cost and programme control, risk management, tenant monitoring and decant planning. At Maple House, we oversee the landlord-led fit-out and manage UCL’s requirements through the Agreement for Lease process. At Torrington Place, we lead the full UCL-managed project lifecycle, including procurement, construction, commissioning, Soft Landings and handover. We also coordinate the phased relocation programme across multiple stakeholder groups and destinations.
Key challenges include coordinating two distinct delivery models, managing design and change interfaces with the Maple House landlord team, and addressing existing-building issues at Torrington Place, including structural repairs, firestopping, services coordination and ventilation constraints. Through clear governance, active stakeholder management and integrated programme planning, 3pm has supported the successful occupation of completed Maple House floors while maintaining delivery momentum for Torrington Place and the remaining moves from 90 Tottenham Court Road.
